Plumbers in Christchurch

Your pipe starts at the boundary.

Christchurch City Council runs the city's water, wastewater and stormwater itself, and your share of the pipework starts at the property boundary, not at the toby. Inside that line, the supply pipe and the sewer lateral are usually yours. We match you with an authorised local plumber, gasfitter or drainlayer who specialises in that job.

The council's network and your pipes

Christchurch didn't hand its water to a new organisation. The city council kept water supply, wastewater, stormwater and flood protection in-house, so one organisation answers for the public network.

On the water side, the line is the boundary between public land and your section. That's the point of supply. The toby box itself belongs to the council even where it sits on your land, along with the meter, valves and pipes inside it. From the boundary into the house, the supply pipe is yours to keep in repair, and a leak on your property is yours to get fixed promptly.

Shared pipes and the lateral question

On a cross-lease, a unit title or a private lane, one supply pipe often feeds several homes. The council treats that common pipe as the joint responsibility of every owner connected to it, so a leak on it is a conversation with the neighbours before it's a plumbing job.

Most blocked laterals turn out to be the owner's problem. The council puts about 70 per cent of lateral blockages in the private stretch, from the gully trap (the grated drain outside where the waste pipes meet) to the boundary. If the fault is on the council's section instead, it reimburses the cost only when footage proves a structural fault and its reviewer agrees.

Christchurch facts that change a plumbing job

Heat pumps in most homes

At the 2023 Census, 86.2% of Christchurch dwellings used a heat pump as a main type of heating, well above the national 66.8%. Fixed gas heaters were a main type in only 7.3%.

No piped natural gas

Piped natural gas isn't available in the South Island, so gas here means LPG. Bottles fed to fixed appliances still need an authorised gasfitter for any installation or repair.

Cylinders on ripple control

Orion, the lines company for the city, can switch electric cylinders off at winter peaks using ripple signals. It only does this between 1 May and 31 August, and aims to keep water heating off for no more than 4 hours in any 8.

Frosty, flat ground

NIWA averages 19 ground frosts in July at Christchurch, and flat land, where cold air can't drain away on calm nights, is among the frostiest. Worth knowing before a heat pump water heater goes outside.

Checking a Christchurch tradie's licence

Plumbers, gasfitters and drainlayers are licensed by the Plumbers, Gasfitters and Drainlayers Board (PGDB), not by the council. Ask the person who turns up for their New Zealand Practising Licence, on a card or in the PGDB app, and look at the expiry date. For a lateral, make sure it covers drainlaying, which is a separate trade from plumbing.

Then search the PGDB public register using their first and last name. A tick or green in the far-right column shows a current licence; people whose licence has lapsed are still listed. If they work under a certifying supervisor, look that person up too. Our licence check guide goes through it step by step.

Christchurch pages by job and by area

By job: hot water cylinders, heat pump hot water, blocked drains, drainlayers, gasfitting and emergency plumbers.

Around the city: New Brighton and Belfast, plus the towns beyond the city council's area, which have their own water providers: Rolleston, Lincoln, Rangiora and Kaiapoi.

What we would do

Before anyone digs, find the boundary and the toby box. Water escaping inside the boundary is your plumber's job; a leak in the box or out on the street goes to the council. For a sewer problem, start with a drainlayer who can put a camera down the lateral and give you the footage, because that recording is what decides who pays. In a vacuum sewer area, ring the council first.

Questions people ask

The toby box is on our lawn. Do we own it?

No. Christchurch City Council owns every water connection box, with its meter and valves, even on private land. Your responsibility starts at the boundary, and the pipe from there to the house is yours.

Who pays if the blockage is in the council's section of the lateral?

The council can reimburse the cost, but only when your drainlayer gives it footage showing a structural fault on its section and its reviewer agrees. Ask for the recording before the drainlayer leaves.

Is there piped gas in Christchurch?

Not natural gas: it isn't available in the South Island. Homes here run gas appliances on LPG, and installing or repairing those appliances is restricted work for an authorised gasfitter.

Tell us the problem. We'll find the specialist.
