The council's network and your drains
The council is responsible for maintaining and upgrading the city's wastewater network: forty pumps and 405 km of pipe. On private property it's a different story. If your pipes block, wet wipes being the council's own example, you cover the cost of a plumber.
We couldn't find a published rule from the council on exactly where its water pipe or sewer connection ends at a property boundary. Before a plumber or drainlayer digs near the boundary, ring the Customer Service Centre on 06 356 8199 and ask. Partner councils keep running their own water until Central Districts Water starts, so nothing changes there before July 2027.
Palmerston North facts that change a plumbing job
A gas-heating city
At the 2023 Census, 24.4% of Palmerston North dwellings used a fixed gas heater as a main heating type, against 9.5% across New Zealand. Powerco's gas network runs through Manawatū, and its leak line is 0800 111 848. See Palmerston North gasfitting.
Solar and wetbacks need consent
The council says installing solar water heating needs building consent, and so does installing a wetback connected to a fireplace. With wood burners a main heater in 24.7% of homes, that's worth knowing before you plan one.
Only approved contractors on council pipes
Any work on the council's water, wastewater or stormwater reticulation must be done by a contractor from its approved list. The owner, drainlayer or contractor applies first, and work can't begin until the council has approved it and been told who the contractor is.
A river that floods without local rain
The Manawatū River's catchment starts in the Ruahine Ranges, so it can flood the city even when it isn't raining here. The council asks owners to clear leaves and debris from stormwater drains both inside and outside their property.
Rainwater in the sewer
Rain and groundwater find their way into the city's wastewater pipes through broken sewer mains and illegal house connections, such as stormwater plumbed into the wrong drain. The council names the gully trap, the grated drain outside where your waste pipes meet, as a common entry point, and checks its network with CCTV cameras. If a downpipe or yard drain runs into your gully trap, a drainlayer can redirect it.
Checking who's licensed for what
The Plumbers, Gasfitters and Drainlayers Board (PGDB) registers three classes. Certifying plumbers, gasfitters and drainlayers can work unsupervised and certify work. The middle class, called Tradesman until 1 April 2025 and now simply Plumber, Gasfitter or Drainlayer, can do the work but only under a named certifying supervisor, and can't certify it. Restricted is the third class, also supervised.
So ask who will sign the job off, then search both that person and whoever does the work on the PGDB register by first and last name. Only a tick or green against the name confirms the licence is current. Our licence check guide shows how.

What we would do
If a drain blocks, assume it's yours unless sewage is coming from a council manhole or the street, and book a plumber or drainlayer. Anything that connects to the council's pipes needs one of its approved contractors, so ask about that before you sign. If you're planning solar hot water or a wetback, budget time for a building consent, and keep Powerco's gas leak number somewhere handy.
