Who runs Canterbury's water
- Christchurch: the city council keeps water supply, wastewater, stormwater and flood protection in-house.
- Rolleston: Selwyn Water, a new organisation for Selwyn District, listed by the government as fully operational from 1 July 2026.
- Rangiora: Waimakariri District Council runs water in-house. It owns the sewer mains, and landowners are responsible for the private lateral.
- Ashburton: the district council runs water in-house.
- Timaru: the district council delivers water now. Central South Island Water, shared with Mackenzie, is due to take over on 1 July 2027.
Christchurch: supply pipes and laterals
The point of supply is the boundary between public land and your property, not the toby box. The council owns every water connection box, with its pipes, valves and meter, even when the box sits on your land. From the boundary into the house, the supply pipe is yours.
Where a supply pipe is shared, on a cross-lease, unit title or private lane, every connected owner shares responsibility for it.
On the wastewater side, a gravity lateral on your land that serves only your home is yours. Where a council main crosses private land, the council usually covers roughly the first metre of lateral as well.
Blocked laterals in Christchurch
About 70% of lateral blockages are in the private section, between the gully trap and the boundary. The council suggests a drainlayer, ideally one with a CCTV camera, who can show which section is blocked.
If the fault is on the council's section, the drainlayer needs evidence of a structural fault before asking for help. Costs are reimbursed only when the footage proves it and the council agrees. In vacuum sewer areas, ring the council first.
For an urgent wastewater problem, the council's line is 03 941 8999, any time.
Drainlaying is its own licence
Laterals are drains, and drainlaying is licensed separately from plumbing. Fixing or unfixing a gully trap is drainlaying too.
When you look someone up on the PGDB register, make sure their current licence covers drainlaying for a drain job. Our register guide shows where to look.
Hot water and gas in Canterbury
The council's typical analysis puts Christchurch water at 45 g/m³ total hardness as calcium carbonate, soft to slightly hard.
A cylinder can be replaced or repositioned without consent when the new heater includes a controlled heat source, or is linked to one, and an authorised plumber fits it.
A straight swap of a gas appliance, with no change to pipework, flue or gas type, is low-risk gasfitting, so the certificate of compliance is optional. The Gas Safety Certificate is not.
What we would do in Canterbury
For a blocked drain in Christchurch, ask for a drainlayer with a camera. Most blockages turn out to be on the private side, and if it is the council's section, footage is the only way to get costs back. In Rolleston, Ashburton or Timaru, where we couldn't confirm a pipe rule, ask the provider where its pipe ends before anyone digs.
Send the job through. A Canterbury tradie who specialises in it can take it, and only that tradie gets your contact details. More pages: Kaiapoi, Lincoln and New Brighton.
