What's different on the Hibiscus Coast
Army Bay sets the pace for new builds
Watercare says the Army Bay Wastewater Treatment Plant is short of room. Since 15 November 2024, a new resource consent for a home or business here comes with a condition: no public wastewater connection until the plant is upgraded, which is scheduled for 2031. If you already hold a valid building consent, you can still connect when you're ready.
Rain tank homes can top up from town
Watercare first offered its 'town to tank' connection to Whangaparāoa homes on rain tanks. You may be eligible if you're on the wastewater network, close to a public water main and have at least 20,000 litres of tank storage. It refills slowly, around three days for 10,000 litres, and a plumber does the pipework on your side of the meter.
A coast that keeps growing
Stats NZ puts the Hibiscus Coast urban area at about 67,800 people in June 2025. Its occupied homes went from 19,968 at the 2018 Census to 23,286 in 2023.
Mostly houses, mostly owners
Across the Hibiscus and Bays board, 77.1% of occupied homes were separate houses at the 2023 Census, and only 24.5% of households paid rent, against 38.5% for Auckland.
Where your pipes begin
Watercare's part of the water supply finishes at the outlet of your meter, so a leak between the meter and the house is yours to fix. Its wastewater pipe stops at the joint with your drain or its manhole, or at your boundary if the public sewer runs outside it. Stormwater in the street belongs to Auckland Council.
Drain backing up or sewage on the lawn? Ring Watercare on (09) 442 2222, option 1, before anyone else. If the public side is fine, our Auckland blocked drains page explains the next step.

What we would do
Planning a minor dwelling, a subdivision or a rebuild on the Hibiscus Coast? Talk to Watercare before the plans are final, not after the builder is booked, because the wastewater connection may be the thing that decides your timing. For everyday leaks and blockages on an existing home, nothing changes: tell us the job and an authorised local tradie who specialises in it picks it up.
