What sets Lower Hutt apart
A city of 39,165 homes
That was the count of occupied private dwellings at the 2023 Census. A third of households (33.2%) neither owned the place nor held it in a family trust, so plenty of jobs need an owner's go-ahead first.
Gas heaters are common
A fixed gas heater was a main heating type in 19.5% of Lower Hutt dwellings, about double the 9.5% for New Zealand. Work on fixed gas pipes and appliances needs an authorised gasfitter.
An aquifer under the valley
Tiaki Wai says the Waiwhetū Aquifer lies beneath Lower Hutt and the harbour. Wells at Gear Island and along Knights Road supply roughly 40% of the region's average annual water, and up to 80% in peak summer.
River and fault line
WREMO says heavy rain along the Tararua Range can bring a high flood risk to the Hutt Valley, and the city's western edge follows the same fault line that runs through Wellington city.
Whose pipe is it?
Tiaki Wai calls the pipes that carry wastewater from your home to the public network laterals, and says maintaining them is the property owner's responsibility. A blocked or broken gully trap, or a blocked pipe on your section, is a plumber's job. Tiaki Wai hasn't published a toby or boundary rule for Lower Hutt, and it notes that council bylaws differ slightly, so ask Tiaki Wai where its pipe ends before paying for digging near the street.
Water bubbling up in the road, low pressure along the street or sewage spilling from a public manhole is a network fault: report it on 0800 TIAKI WAI (842 549). Tiaki Wai is also closing bulk water cross connections into the Lower Hutt supply in late 2026, with booster pumps going in at four sites, and expects most residents won't notice any pressure change.

What we would do
If a Hutt River flood has crossed your section, treat the outside drains as suspect. WREMO says to assume flood water carries sewage, and to wash your hands, clothes and property after contact with it. Then have a drainlayer or plumber check that the gully trap and private drains still run freely before you rely on them again, and report any overflowing public manhole to Tiaki Wai rather than paying to clear it.
