Ōtāhuhu: four things to know
Special character, two kinds
The Unitary Plan lists Isthmus B - Otahuhu as a residential special character area and Otahuhu as a business one. In the residential overlay, repairs and restoration are permitted, but external alterations or additions to a building need resource consent.
Seven in ten households don't own
At the 2023 Census, 69.5% of Ōtāhuhu households didn't own the home they lived in or hold it in a trust, about double New Zealand's 34%. Only 27.2% owned it.
Damp and mould well above average
7.7% of private dwellings were always damp and 24.2% sometimes damp, against 2.3% and 15.8% nationally. Mould larger than A4 was always present in 10.2% of homes (New Zealand 3.5%).
A burst of construction
Stats NZ counted 207 dwellings under construction at the 2023 Census, up from 21 in 2018, and total private dwellings rose from 4,305 to 5,007.
Renters and landlords: who does what
You can
- Tell the landlord about a leak, a dripping tap or a slow drain in writing, straight away.
- Know where the water meter is, and read it if you suspect a leak.
- Keep fats and wipes out of the sinks and toilet.
Leave to an authorised tradie
- The landlord fixes leaks on the property, as Watercare says, using an authorised plumber.
- Drain repairs and anything underground go to an authorised drainlayer.
- Fixed gas pipes and appliances need an authorised gasfitter.
Where Watercare stops
Watercare's water network ends at the outlet of your meter. Its wastewater network ends at the joint with your private drain or at your boundary, whichever applies, and a wastewater manhole on your land is still its responsibility. Sewage overflowing or a drain blocked? Ring Watercare on (09) 442 2222, option 1, before a drainlayer.

What we would do
In an Ōtāhuhu character house, keep repairs like-for-like and ask Auckland Council before a tradie adds anything to the outside, such as an outdoor cylinder or a heat pump water heater unit. Inside the walls and under the floor, the overlay doesn't change who you need: an authorised plumber or drainlayer, licence checked before they start.
