Trade waste and backflow
Watercare defines trade waste as commercial and industrial liquid waste sent into its wastewater network, and treats it as higher risk than household waste. It's governed by the Auckland Trade Waste Bylaw 2013 and Trade Waste Control 2019. Before you change a process that puts liquid down the drain, talk to Watercare's trade waste team on (09) 539 7655.
Some sites also have a boundary backflow device at the meter. Watercare installs it, but the property owner maintains it and has it tested every year. See commercial plumbing and backflow prevention.
At home
Residential rules are the same as anywhere in Auckland: from the outlet of the meter, the pipes are yours. A leak in the meter box is Watercare's, and its crews fix those. A blocked drain is one to report to Watercare before calling a plumber, so the public pipe gets checked first.

What we'd do in East Tāmaki
For a workplace, sort out the paperwork before the plumbing: if the job changes what goes down the drain, ring Watercare's trade waste team first, then book a plumber who does commercial work and can check the backflow device while they're there. For a home, the usual order applies: find whose pipe it is, then book the right trade.
